The Registration, Insolvency and Trusteeship Agency (RITA) is a semi-autonomous Government Authority established under the Act of Parliament No. 30 of 1997 following Government Notice No. 397 of 2nd December, 2005. RITA is responsible for ensuring effective and efficient Management of Information on key life events, insolvency and trusteeship services in Tanzania.


11.1            DIRECTOR OF BUSINESS SUPPORT – 1 POST


11.1.1        DUTY STATION: Headquarters - Dar es Salaam


11.1.2        DUTIES AND RESPONSIBILITIES


·                     Formulate Internal Policies guiding Human Resource, Marketing and Monitoring and Evaluation sections.


·                     Develop and maintain active communication linkage within RITA and with relevant Stakeholders through preparation and administration of collaborative protocols and agreements


·                     Assist the Chief Executive Officer (CEO) to plan and implement for Administration, Human Resource, Marketing and Monitoring and Evaluation requirements.


·                     Coordinate staff recruitment, confirmation inductions training and development appraisals motivation, promotion, supervision, compensation and discharging of employees.


·                     Supervise budget preparation and to submit to relevant authorities.


·                     Ensure that the organization Scheme of Service and Structure are up to date.


·                     Evaluate, recommend and strengthen of RITA management and administrative system to ensure effective and efficient service delivery.


·                     Provide leadership in formulating, implementing and monitoring strategies to facilitate creative and wide accessibility of RITA services.


·                     Supervise creative of awareness, marketing and building a strong corporate image.


·                     Ensuring that Human Resource capacity and appropriate management structure and policies are developed within the organization for sustainable growth.


·                     Performing any other assignments as may be assigned by the Chief Executive Officer (CEO)


11.1.3              QUALIFICATION AND EXPERIENCE


·                     Master’s Degree either in Business Administration, Human Resource or Public Administration.


·                     10 years working experience in the Public Sector with at least 5 years’ experience in


Management or Senior positions.


·                     Must have a high level of interpersonal skills, team builder and ability to work with a team of professionals.


·                     Computer Literate.


11.1.4                           REMUNERATION


Salary Scale: LSSE/3


11.2                   DIRECTOR OF INFORMATION AND COMMUNICATION TECHNOLOGY – 1 POST


11.2.1              DUTY STATION: Headquarters - Dar es Salaam


11.2.2              DUTIES AND RESPONSIBILITIES


·                     Manage information technology and computer system


·                     Management and Supervisory skills


·                     Ability to install and administer computer hardware, software and networks


·                     Team building skills


·                     Analytical and problem solving skills


·                     Decision making skills


·                     Effective verbal, presentation and listening communication skills


·                     Computer Hardware and software systems and programs


·                     Computer networks, network administration and network installation


·                     Computer viruses and security


·                     Computer troubleshooting


·                     E-mail and Internet programs


·                     Plan, organize, direct, control and evaluate the operation of information and electronic data process (EDP)


·                     Develop and Implement policies and procedures for electronic data processing and computer system operations.


·                     Meet Managers to discuss system requirements, specification costs and timelines.


·                     Manage information systems personnel and contractors to develop implement operate and administer computer and telecommunications software, networks and information system.

·                     Ensure technology is accessible and equipped with current hardware and software


·                     Monitor and maintain technology to ensure maximum access.


·                     Build relationships with external IT vendors and service providers


·                     Benchmark and make recommendations for improvement of the IT infrastructure system


·                     Where necessary re-engineer applications support to ensure it aligns with business process, tactical planning and strategic vision


·                     Oversee provision of end-user services, including help-desk and technology support services


·                     Develop bid-requirements for all hardware and software upgrades.


·                     Supervise updating of the Agency website.



11.2.3              QUALIFICATION AND EXPERIENCE


·          A    good    Academic    background    with    a    Minimum    of    a    Master’s


Degree in ICT


·                     The applicant must have an undergraduate Degree or Advanced Diploma in Computer Science, Bachelor of Science with Computer or ICT.


·                     A minimum of 10 years working experience of which 5 should be at a senior management position


11.2.4                             REMUNERATION


Salary Scale: LSSE/3


11.3                      ASSISTANT REGISTRATION OFFICER II - 17 POSTS


11.3.1                 DUTY STATION: Musoma, Shinyanga, Lushoto, Korogwe, Mufindi, Tarime, Mtwara, Chato, Karatu, Mbinga, Bariadi, Ilemela, Sengerema, Mkinga, Kibondo, Masasi and Kigoma.


11.3.2                 DUTIES AND RESPONSIBILITIES


·                     Conduct searches of registered marriages from the register


·                     Register adoptions in the adoption register


·                     Sort registration data from health institutions.


·                     Check the correctness of returns of births and deaths.


·                     Register marriages in the registers.


·                     Keep records relating to marriage conciliation boards.


·                     Receive official letters.


·                     Dispatch certificates to customers.


·                     Maintain registers of births, deaths, marriages, divorces and adoptions.


·                     Collect fees in relation to marriages, births, and deaths.


·                     Prepare and keep indices of marriages, births and deaths in the district.


·                     Prepare advertisements in government gazette on issues relating to administration of estates.


·                     Keep records of government gazette and other regulations.


·                     Keep court register/ diary and remind relevant attorney.


·                     Collect house rents for deceased estates.


11.3.3           QUALIFICATION AND EXPERIENCE


·                     Diploma in Law, with excellent communication skills, and computer literacy.


11.3.4                    REMUNERATION


Salary Scale: TGS C


11.4               DRIVER - 1 POST


11.4.1           DUTY STATION: Headquarters - Dar es Salaam


11.4.2           DUTIES AND RESPONSIBILITIES


·                     Drive cars and buses as well as other motor Machines


·                     Ensure that fuel, oil, water, tires and the general state of vehicle has been checked before use.


·                     Provide driving services to RITA Staff


·                     Transfer parcels from RITA offices to other offices, transport terminals and vice versa.


·                     Maintain a log-book for each and every trip.


·                     Ensure that the vehicles is serviced as planned


·                       Report major repairs to supervisor.



11.4.3              QUALIFICATION AND EXPERIENCE


·                     Certificate of Secondary Education and a class ‘C’ driving license. Should posses a “trade test” Grade III (Mechanics) or a Driving Test Grade II from the National Institute of Transport or VETA respectively, with not less than three years of class ‘C’ driving experience and with no accident record.


11.4.4                               REMUNERATION


Salary Scale: TGOS A
