 Accountant

POSITION DESCRIPTION:

Reports to: Deputy Chief Executive Officer (Operations)
Salary Grade: 7

Duties and Responsibilities:

To prepare payment processes
To documents all financial transactions and ensure financial records are maintained in compliance with the accepted policies and procedures
To resolve accounting discrepancies and irregularities
To timely compile and analyze financial information to prepare financial statements including monthly and annual accounts
To establish and monitor the implementation and maintenance of accounting control procedures
To substantiate financial transactions by auditing documents
To provide continuous management and support of budget and forecast activities
To reconcile financial discrepancies by collecting and analyzing account information
To keep and maintain financial information, including their respective backups in a confidential manner
To analyze and advise on SAGCOT CENTRE LTD’s operations, including revenue and expenditure trends, financial commitment and future revenues
To analyze financial information and recommend or design efficient use of resources and procedures, provide strategic recommendations and maintain solutions to operational and financial challenges
To monitor and support taxation issues
To ensure accurate and appropriate recording and analysis of revenues and expenses
To keep petty cash
To prepare special financial reports by collecting, analyzing, and summarizing account information and trends

Minimum Qualification:

Bachelor degree in Accounting or Finance. Possession of CPA and registration with NBAA is a requirement. Additional post graduate qualifications in any of the fields or Business Administration will be an added advantage
Minimum Experience:
Possession of at least three (3) years after obtaining CPA
Skills and attributes:
Good command and knowledge of current accounting packages, including Excel, Principles of taxation, Spoken and written English, Time management, Good in following up on commitments, Good in personal finances, Good in records and information keeping, maintaining confidential data and information, Honesty

Operations Manager

Location:Dar Es Salaam

POSITION DESCRIPTION:

Reports to: Deputy Chief Executive Officer (Operations)
Salary Grade: 5

Key purpose:

To provide efficient and effective administration support in the Centre
Duties and Responsibilities:
To manage the Human Resources and Administration portfolios in the Centre.
This includes: -
Human Resources: i.e. interpreting and applying the Human Resources manual, handling employee welfare issues etc.
Administration: Ensuring security of the office premises and properties
To provide strategic and operational support, including but not limited to implementation of policies, plans and activities relating to Human Resources Management, Procurement of goods and services, Monitoring and Evaluation, Administration, Events Management and Communication, Information Communication Technology and Database Management
To review payroll summary to check for correctness prior to payment
To coordinate all studies, consultations and reviews carried out in respect of Human Resources Management, Procurement, Monitoring and Evaluation, Administration, Events Management and Communication and Information Communication Technology and Database Management
To coordinate procurement plans of the Centre and actual purchases of goods and services in conformity with provision of the Procurement manual, the Financial manual and all other related guidelines
To review all payment vouchers and invoices and bank reconciliations and make authorisation where necessary
To design and recommend strategies for widening partnerships and create relationships with potential partners, investors and stakeholders
To assist monitoring and evaluating programs and operations of the Centre in order to ensure they are carried out according to approved work plans and are conducted in a transparent, competitive and economical manner
To assist in organizing, managing and participating in different events and functions
To assist in implementing the Communication Strategy
To supervise office administrator cum receptionist and drivers
To undertake any other duties assigned by the supervisor
Minimum Qualification: A Master degree in any of the following fields: Human Resources, Business Administration, Public Administration or Communication
Minimum Experience: At least five (5) year experience in giving strategic and operational support to a business, preferably in a company, multi-donor funded organization or international set up.

Program Manager

POSITION DESCRIPTION:

Reports to: Head of Cluster Management
Salary Grade: 4
Key Purpose
To assist the CEO in the implementation of Work stream 2 (Enabling Environment and Policy Analysis) and the broader engagement of the Government of Tanzania and Development Partners for priority public investments in the clusters
To assist the Head of Cluster Development in the implementation of Work stream 4 (Effective Monitoring and Evaluation) activities

Duties and Responsibilities:

To assist the CEO in all activities related to engaging the Government of Tanzania (GoT) towards priority public investments in the clusters/corridor and policy advocacy
To identify and promote priority public investment and policy reforms by the GoT and development partners (DP)
To coordinate all studies, consultations and reviews carried out in respect to infrastructure portfolio, including assisting preparation and appraising requests for proposals for infrastructure projects
To identify policy advocacy partners, liaise with a view to developing policy analyses relevant to priority policy issues in clusters/corridor and to prepare advocacy proposals to address identified constraints in the clusters
To map all current and planned activities of GoT and DPs in the clusters/corridor and provide inputs to cluster development planning
To track investment and reform commitments by the GoT and DPs and lead systematic follow up of implementation through proactive participation at appropriate working groups and GoT / DP forums
To procure and coordinate consultants for policy papers and technical assistance required by the SAGCOT Centre to support policy advocacy efforts
To gather performance indicators related to public sector investments and policy reforms and assist in the development of Partnership Case Studies, Impact Evaluations, and regular SAGCOT Centre M&E data collection and reporting
To undertake any other duties assigned by the supervisor
Minimum Qualification:
A Masters degree in any of the following fields: Public Policy, Economics, Civil Engineering, Transport Management, or Infrastructure Engineering. Possession of Project Management certification will be an added advantage

Minimum Experience:

At least six (6) year experience in Civil Infrastructural design and/or Project Management

Environmental and Social Specialist

Location:Dar Es Salaam

POSITION DESCRIPTION:

Reports to: Head of Cluster Development
Salary Grade: 4

Key Purpose:

To assist the Head of Cluster Development in the implementation of Work stream 1 (Partnership and Cluster Development) and Work stream 4 (Effective Monitoring and Evaluation) activities
To facilitate quarterly meetings of the Green Reference Group (GRG) and prepare reports on environmental and social as well as green growth issues for discussion within the GRG and inclusion in the SAGCOT Annual Report
Provide input to all SAGCOT Centre activities in relation to environmental and social (E&S) safeguards and issues

Duties and Responsibilities:

To interpret and drive the Green Growth agenda in clusters/corridor
To interpret and oversee implementation of the Strategic Regional E&S Assessment (SRESA) in the clusters/corridor
To conduct situational analysis of all agribusiness related activities and provide inputs to the preparation of cluster development plans as they relate to E&S issues
To develop E&S strategies and oversee their development in a number of clusters in the corridor
To ensure all cluster activities are operated within the E&S legal framework of Tanzania
To lead the process of identifying, documenting and mainstreaming best E&S practices in agriculture and business development in clusters
To prepare a robust clusters/corridor-level communication plan (including regular forums) to guide flow of information within the cluster, community and SAGCOT Centre
To develop training modules/manuals/guidelines for use in the process of addressing E&S challenges related to agricultural development in the corridor
To ensure all cluster development activities have adequate safeguards to promote green growth
To work with associated programs to develop an effective local Public-Private Partnership for sustainable agricultural growth in the target clusters
To support and instigate if necessary, the coordinated planning of investment and smallholder farmer linkages in clusters
To link SAGCOT farmers and agri-business with other projects and programmes and NGOs in the area which provide business-oriented technical assistance, institutional development support, training and capacity building
To transfer the various learning from one cluster to the other so as to speed up efficiency
To prepare quarterly E&S reports on SAGCOT related developments in clusters as a basis for the engagement of the Green Reference Group (GRG)
To prepare inputs to the SAGCOT Annual Progress Report on all E&S aspects of SAGCOT related developments in clusters, and assist the Deputy CEO in planning Special Issues Seminars
To convene, prepare, and moderate the GRG (including quarterly meetings), and ensure regular reporting prior to and following GRG meetings
To gather E&S related performance indicators and assist in the development of Partnership Case Studies, Impact Evaluations, and regular SAGCOT Centre M&E data collection and reporting
To assist the Head of Cluster Development to procure and coordinate consultants for partnership case studies and impact evaluations (Work stream 4)
To undertake any other duties as assigned by supervisor
Minimum Qualifications:
A bachelor degree in any of the following fields: Agriculture, Agricultural Economics, Business Administration or Food Science

Minimum Experience:

Possession of at least five (6) years experience in rural agricultural development, strong personal communication skills, proven ability to build trust with a wide range of local stakeholders (including farmers, traders, LGA Officials), planning skills and affinity with operating with the private sector
