IPA-Tanzania is recruiting a Research Associate to oversee an
endline evaluation being conducted for Harvard University’s Transparency
for Development (T4D) project. T4D generates rigorous and actionable
evidence about whether, why, and in what contexts local transparency and
accountability interventions improve development outcomes. Phase 1 of
this project is focused on improving maternal and neonatal health
outcomes in rural communities in Tanzania and Indonesia using a modified
version of a “community scorecard”. The current evaluation seeks to
understand what effect the intervention has on: the utilization and
content of health care services related to maternal and child health;
health outcomes; and citizen empowerment and efficacy, both perceived
and actual. It also seeks to determine and ‘unpack’ the mechanisms
through which meaningful change is achieved.
Responsibilities
The
Research Associate will work closely with the IPA-Tanzania Research
Manager and PIs to oversee the implementation of this research study in
Dodoma and Tanga, Tanzania. Tasks include, but are not limited to:

Manage the development and implementation of a large-scale endline
survey, including managing budgets, timelines, and procurement
•
Ensure timely exchange of data and information between IPA and partners,
including participating in meetings with key stakeholders
• Pilot and finalize survey instruments, design forms for electronic data collection (using SurveyCTO) and manage survey data
• Recruit, train and manage teams to conduct surveys, including developing training materials
• Ensure adherence to data quality protocols and assist with data cleaning and preliminary analysis
• Monitor project timeline and budget, including tracking project expenses and adherence to the project budget and timeline
• Other duties as assigned
Qualifications
•
Bachelor’s degree in economics, mathematics, social sciences, public
policy, public health or related field required; Master’s degree
preferred
• Strong quantitative skills
• Experience working with Stata or similar data analysis software
• Familiarity with randomized controlled trials (RCTs)
•
Excellent verbal and written English communication skills, including
ability to effectively communicate with internal and external
stakeholders
• Experience living or working in East Africa preferred
• Intermediate to advanced proficiency in Kiswahili is strongly preferred
• Flexible, self-motivated, able to work and solve problems independently
• Prior work experience in a research setting preferred
• Excellent computer proficiency including in MS Office – Word, Excel
• Must be able to work under pressure and meet deadlines, while maintaining a positive attitude
•
Ability to work independently and to carry out assignments to
completion within parameters of instructions given, prescribed routines,
and standard accepted practices
• At least one year of work experience required. Previous experience with IPA/JPAL preferred.
•
Comfort managing enumerator teams and survey operations at different
levels (programming and data flow, financial budgeting and reporting,
human resources and team building)
• Responsible, accountable and able to manage problematic situations
