Amref Health Africa is an independent, non-profit Organization (NGO) whose mission is to “improve the health of people by partnering with and empowering communities and strengthening health systems”. Amref Health Africa has over 500 employees throughout Africa with its Headquarters in Nairobi, Kenya. Amref Health Africa has offices in Tanzania, Ethiopia, Kenya, Uganda, Malawi, South Sudan and Senegal and number of offices in Europe and North America for
fundraising.
Amref Health Africa-Tanzania is largely supported by Multilateral, Bilateral and National donors, implementing several programmes including HIV/AIDS/TB/Malaria, Reproductive, Maternal, Newborn and Child Health, Water and Sanitation, Capacity Building and Clinical Outreach.
Amref Health Africa Tanzania anticipates receiving funding from The Global Fund for AIDS, Tuberculosis and Malaria (GFATM) for the implementation of various TB and HIV/AIDS interventions from 2018-2020.
Amref Health Africa has the following vacancies at the country office and field based positions as indicated below;
1. TB/HIV Specialist (Technical Advisor)
Location: Dar es salaam
Report to: Programme Manager Global Fund
JOBS OBJECTIVES
The HIV/AIDS & TB Specialist will ensure timely, high quality and effective delivery of HIV/AIDS & TB services in compliance with the National and GF guidelines, approved work plans, perfomance framework and budgets.
QUALIFICATIONS AND EXPERIENCE
o A Masters in Public Health, Medical Degree and,
o Post graduate training in Internal Medicine, Pediatrics, or Public Health.
o 5 years relevant working experience in the area of TB/HIV Program planning and implementation
o 5 years experience of working in an NGO environment
o Training in TB/HIV management
o Training of trainers’ skills,
o Knowledge in National and International HIV/AIDS/TB Policies/Guidelines
o Good knowledge of the National Health system
o Demonstrated outstanding leadership, strategic thinking, organizational and representational skills
o Expertise in research to practice-identifying and adapting best practices to specific project contexts
o Excellent skills in facilitation, team building and coordination
o Excellent verbal, written and interpersonal and presentation in English
o Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff.
2. Global Fund Monitoring and Evaluation Manager
Location: Dar es salaam
Report to: Programme Manager Global Fund
JOBS OBJECTIVES
Responsible for programme quality management and reporting within Global Fund programme implementation. Responsible for mabaging data collection and reporting for the monitoring and evaluation (M&E) Framework including designing tools , methods and process for monitoring of the project t ensure progress and results, specifically for HIV and TB. She/he is responsible for developing M&E and reporting formats for SRs to monitor delivery and technical outcomes with the focus on module and regional targets. She/he will ensure that modules delivered by SRs are accurately reported and that data quality is assured, including collaboration with the government on reporting towards national indicators.
QUALIFICATIONS AND EXPERIENCE
o Masters degree in Public Health; Economics; Biostatics; Epidemiology or related field.
o Post graduate training in Monitoring and Evaluation
o Satisfactory exposure in managing Results-based monitoring and evaluation systems
o Proven critical analysis skills and report writing skills
o Sound Computer Knowledge, word processing, spreadsheets, presentations and statistical applications (e.g. STATA, EPI Info, SPSS, etc.)
o Understanding and some familiarity with database structures and data management
o Proven abilities in conducting operations research and impact assessments
o At least 5 years of “hands experience” at senior position in M&E esp. in NGOs active in health development.
o Experience of working with Global Fund supported programmes at senior levels is an added advantage
o Good interpersonal and people management skills-a team player and builder
o Good command of English and Swahili language will be an added advantage
o Proven ability to manage the use of M&E resource.
3. Monitoring and Evaluation Officer
Location: Dar es salaam
Report to: Global Fund Monitoring and Evaluation Manager
QUALIFICATIONS AND EXPERIENCE
o Post graduate in Public Health and Health system research, monitoring and evaluation and or biostatistics
o At least 5 years of “hands experience” in M&E in an NGO environment
o Proven abilities in conducting operational research and impact assessment
o Analytical, presentation and communication skills
o Sound IT Knowledge, word processing, spreadsheets, databases and statistical packages
o Experience in HIVAIDS/TB field and Global Fund supported programming will be an added advantage.
4. Project Officer-HIV/TB (3 positions)
Location: Dodoma/Singida
Report to: HIV/TB Technical Advisor
JOBS OBJECTIVES
To coordinate and provide support to CSOs and CBOs and local government structures in the implementation of Global Fund HIV/TB interventions.
QUALIFICATIONS AND EXPERIENCE
o Advanced Diploma or Basic degree in Medicine or Nursing. Post graduate qualification in Public Health or other related field will be an advantage.
o Technical expertise in HIV/AIDS and TB prevention care and support
o At least 3 years experience in managing HIVAIDA/TB Programmes
o Demonstrate understanding of the Tanzania Health System and policy environment
o Must be computer literate.
5. Project Officer-Adolescent Girls and Young Women (AGYW)
Location: Dar es salaam
Report to: HIV/TB Technical Advisor
JOBS OBJECTIVES
The Project Officer-Adolescent Girls and Young Women will be responsible for ensuring quality implementations of HIV prevention interventions for adolescent girls and young women within the Global Fund Programme including providing close oversight of CSOs implementing AGYW interventions in the regions.
She/he will directly support the HIV/TB Technical Advisor, in the design, roll-out and day to day management and implementation of community-based prevention interventions with AGYW focusing on social and structural change approaches on HIV prevention in Tanzania; addressing gender roles and cultural norms, behavior change with multiple concurrent partners, and rights based programming.
QUALIFICATIONS AND EXPERIENCE
o Bachelor’s degree in Public Health, Sociology, Community development or related degree program
o At least 3 years of experience implementing HIV Programs with significant empasis on adolescents
o Expertise in behavior change, communication economic strengthening interventions desirable
o Experience working with CSOs and LCAs will be an added advantage
o Excellent written and oral communication and presentation skills in English and Kiswahili
6. Grants Officer/Compliance Officer
Location: Dar es salaam
Report to: Global Fund Grants Manager
JOBS OBJECTIVES
Responsible for verifications and liquidation of the project expenditures from th Global Fund sub recipients periodically. The Compliance officer is expected to travel to each SR project area and office to verify expenditures, adequacy and completeness of documentation, internal control systems and compliance to terms and conditions of the contract. In addition, s/he will provide the SRs staff appropriate training on financial management, donor regulations.
